A village primary school requires improvement because of the standard of education it provides.
Ofsted inspectors visited Thompson Primary School, near Watton, in December.
Their report says it provides "a warm, welcoming environment where pupils feel cared for and valued".
But while they rated behaviour, early years provision and personal development as 'good', they said the standard of education and leadership at the school as needing improvement.
"Leaders have created a broad and ambitious curriculum that details what they want pupils to achieve in all subjects," their report goes on.
"Staff do not teach the curriculum consistently well across classes and subjects.
"As a result, pupils do not achieve as well as they should. Leaders should ensure that all staff have the knowledge and skills they need to teach the full curriculum well."
The report notes the school, on School Road, is smaller than average, with 92 pupils.
